Amendment 4 on the Statewide Ballot for November 2nd

I respect Senator Scott Beason above everyone at the Alabama State House.
As a true fiscal conservative (if you doubt that, ask my husband, I am very conservative with finances), I agree with Senator Beason on almost all fiscal matters.
Read amendment 4 and decide if you will vote on this amendment affecting Blount County.

Side Note: I do wish Senator Beason was running for Governor. I would be able to vote in that race.

4 ENROLLED, An Act,
5 Proposing a local constitutional amendment to the
6 Constitution of Alabama of 1901, relating to Blount County, to
7 prohibit any municipality located entirely outside of Blount
8 County from imposing any municipal ordinance or regulation,
9 including, but not limited to, any tax, zoning, planning, or
10 sanitation regulations, and any inspection service in its
11 police jurisdiction located in Blount County; and to provide
12 that a municipality prohibited from imposing any tax or
13 regulation under this amendment shall not provide any
14 regulatory function or police or fire protection services in
15 its police jurisdiction located in Blount County, other than
16 public safety mutual aid.
17 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
18 Section 1. The following amendment to the
19 Constitution of Alabama of 1901, is proposed and shall become
20 valid as a part of the Constitution when all requirements of
21 this act are fulfilled:
22 PROPOSED AMENDMENT
23 A municipality located entirely outside of Blount
24 County is prohibited from imposing any municipal ordinance or
25 regulation, including, but not limited to, any tax, zoning,

1 planning, or sanitation regulations, and any inspection
2 service in its police jurisdiction located in Blount County. A
3 municipality prohibited from imposing any tax or regulation
4 under this amendment shall not provide any regulatory function
5 or police or fire protection services in its police
6 jurisdiction located in Blount County, other than public
7 safety mutual aid.
8 Section 2. An election upon the proposed amendment
9 shall be held in accordance with Amendment 555 to the
10 Constitution of Alabama of 1901, now appearing as Section
11 284.01 of the Official Recompilation of the Constitution of
12 Alabama of 1901, as amended, and the election laws of this
13 state.
14 Section 3. The appropriate election official shall
15 assign a ballot number for the proposed constitutional
16 amendment on the election ballot and shall set forth the
17 following description of the substance or subject matter of
18 the proposed constitutional amendment:
19 "Relating to Blount County, proposing an amendment
20 to the Constitution of Alabama of 1901, to prohibit any
21 municipality located entirely outside of Blount County from
22 imposing any municipal ordinance or regulation, including, but
23 not limited to any tax, zoning, planning, or sanitation
24 regulations, and any inspection service in its police
25 jurisdiction located in Blount County and to provide that a
